What is Ras Ghareb Wind Energy S.A.E.?

Ras Ghareb Wind Energy S.A.E. ("RGWE") was incorporated in 2017 to construct, commission, and operate a 262.5 MW greenfield onshore wind farm near the Gulf of Suez, approximately 20 km southwest of Ras Ghareb city in Egypt's Red Sea Governorate.

Who are the project's shareholders?

RGWE is owned by:

  • ENGIE (France) — 40%
  • Toyota Tsusho Corporation jointly with Eurus Energy Holdings Corporation (Japan) — 40%
  • Orascom Construction (Egypt) — 20%

Who supplied the wind turbines?

Siemens Gamesa Renewable Energy supplied 125 G97 turbines, each rated at 2.1 MW with a 71-metre hub height, together with a 15-year Long Term Service Agreement (LTSA) for ongoing operations and maintenance.

Who delivered construction and electrical works?

Orascom Construction oversaw the civil works and electrical balance-of-plant systems for the project.

Who financed the project?

Who is the offtaker?

The Egyptian Electricity Transmission Company (EETC) is the offtaker for power generated by the wind farm, sold under a long-term Power Purchase Agreement.

When did the project come online?

Project development began in 2017 and Financial Close was achieved on 14 December 2017. Construction was completed in approximately 24 months and the project reached its Commercial Operation Date (COD) in 2019.

How much energy does the wind farm produce?

The wind farm has an installed capacity of 262.5 MW from 125 Siemens Gamesa G97 turbines. Since reaching COD in 2019, the project has offset approximately 2,314,455 tonnes of CO₂-equivalent emissions.

We respect internationally recognised human rights, follow International Labour Organization conventions on workers' rights, reject all forms of harassment and violence in the workplace, ensure our operations do not infringe on the rights of local communities surrounding our sites, and require security assignments to respect human rights.

How does the company address environmental and social responsibility?

RGWE has conducted comprehensive Environmental and Social Impact Assessments and adheres to Egyptian environmental regulations alongside the Equator Principles, World Bank and IFC guidelines, and EBRD/JBIC/NEXI standards. Our contractors are required to apply equivalent environmental protection measures, particularly in noise, air quality, and waste management. The Environmental and Social Management Plan (ESMP) covers, among other items: precautionary measures for the Dabb lizard, engagement with Bedouin communities in the project vicinity, bird-migration monitoring in cooperation with RCREEE (with the ability to halt turbines if necessary), an active grievance response mechanism, and university scholarships for students from the Ras Ghareb area.

How does the company manage health and safety?

Health and Safety are integral to every phase of the project. We work closely with contractors and subcontractors to implement a robust Health, Safety & Environment (HSE) plan aligned with industry best practice and applicable laws. Our "Zero Harm" objective is supported by 9 life-saving rules and a no-blame culture that encourages reporting of unsafe conditions or stopping work over safety concerns.

What guides procurement?

RGWE's procurement follows a Supplier Relations Code of Conduct based on legal compliance, fair and transparent treatment of suppliers, mutual commitments, confidentiality of exchanged information, alignment with RGWE's ethical and sustainable development standards, conflict-of-interest avoidance, and transparent reporting of any non-compliance.
